Hi!! New to Tiers, but I read through a bunch of tier and pricing info on the guides, and here is my thoughts!!
So. For your photoshop style, I would say tier 4, probably, as a starting artist! I looked through your art auctions, and my personal favorite is that one Grey (if I remember!) horse walking through a sparkling beach tide. <3 It's so pretty!!
Personally, I think you should start at 4 for those pieces, because while you got your cut-outs (which take ages. -_-) down real good, and even your horse editing seems well on its way as well (like with this posts unicorn), your horses look a little color washed? Not quite sure why, but that, lighting being a little off from the environment, and the horse's contrast being kind of sharp against their environments, is defo what would detract from the realism a little.
My thoughts on improvement: While I am NOT a photoshop artist, I think blending, softening, or at least putting some sort of filter over the horse to match the environments colors could really help them blend into the background better!
Also a bit of shadow would go a long way! You can do that by adding another layer, then lowering opacity and using either an airbrush with the environments tones, I think. (For my flat art, I just use the ibis paint hard dip pen, lower the layer opacity somewhere between 20-40s, and then draw over where I want a little shadow. I'm still learning too!)

But! Your drawing adopts? Actually adorable. Oh my gosh. Those, if you took commissions, I'd put em at 4-lower 3, depending on time and effort per piece!

From what I have seen, tier 4 is under 50k, and 3 50k+, but that seems to be a little shakey? Because I've seen higher tier art go for a lot lower, so price where comfortable and fair! I'd PERSONALLY charge 25k-30k starter point for personal Lineless commissions, and go upwards with that time and effort, but I really do think you've got an awesome basis to work with.

Edit: I think tiers are art quality, and then people price accordingly. So if we are talking quality, I'd say your little adopts are defo around low-mid 3. That is me being conservative because I don't quite have experience with art grades yet, as mentioned.
