I have the money, I click it and go to check my horse. It won't take my money or show me the test results. Is this a glitch or did I miss something in the news..?

It would help to link the horse in question. Have you tried doing it from the horse's page? Manager Your Horse > Genetic Test. Then see if it works or if it gives an error, screenshot it and post here.
