Pretty sure it is how it is supposed to be if I remember correctly. It is designed like that because there is multiple ribbons that can be won. So to avoid overlapping if a horse has won more than one the ribbon has to be displayed like this

I could have sworn that previous ribbons that I had seen the ribbon hung off the neck. I'm going to go look now
