I bred a PPP x EEE pair and an ESA x WES pair, both threw PPS foals. Am I doing it wrong? Should I breed 2 of the same (PPP x PPP) instead?

If your aim is to breed EEE horses and similar you need to a) use better ratings and b) train/track your horses to even out strengths/weaknesses when matching.
PPS from ESA x WES isnt horrible.
Not to add that sometimes horses are simply not good producers
