VPN has to do with being able to get around the sending ebs and horses to your side accounts. If they're not linked which happens automatically on an IP address when you log on the same network as another account you have. It will make it so it gets around the blocking feature for the transfering funds and items, horses etc

I doubt it has to do with age. Any kid can just create fake accounts with a false age. I doubt anyone younger than 12 knows what VPN even is. Hell I dont Even think 12 yr olds know what it is
