Unless there is a really pressing need for some reason (and IMO using the boots as a pseudo bubble wrap for the "what ifs" doesn't count), I'd just turn out without boots. I don't mean that to be harsh but the boots clearly annoy your horse in turnout to the point he's figured out how to remove them...I see turnout as their "me" time and unless he truly needs them for some reason, I'd just turnout without.
