I know this is PayPal's problem, but thought I would mention it so Eve could alert them. Every time I go to purchase something, this comes up. I have to refresh the page heaps of times before it works. Sometimes it'll work after the first refresh whilst other times it takes over 10 tries

Then after refreshing, this will pop up. Once I click that, it takes me to the purchasing page and works
