Aight, looking for critique on the piece in general, but specifically on the mane/tail (I tried a new technique for those.) I'm aware the background wasn't blurred out smoothly, that's just laziness on my part xD But otherwise, rip it to shreads! (Would love a good reflection/shadow tutorial if anyone has one.)

I need some serious help with this guy! I need to add splashes to him, around the front legs and bubble under the water to show he's moving, but I'm at a loss as to how I might do that! Any help is greatly appreciated! ^^

This is sick. I love the idea.
My trouble with this piece is the horse is very detailed the background is even moreso, so my eyes do not get drawn to the horse because the background is too bright and the horse is too dark. You can blur the background to bring the horse more the foreground.
Amazing job on the detail, especially the underwater part and the face - looks REALLY good
As far as getting it to look dynamic, add streaks of bubbles in a downward motion (like this: https://dissolve.com/video/Underwater-splash-bubbles-slow-royalty-free-stock-video-footage/001-D26-9-733) and more air bubbles around the back end of the horse. Adding whiter splashes and ripples near the contact points of water can help and here are some brushes you can download if you have PS: https://www.brusheezy.com/brushes/57610-free-splash-photoshop-brushes

The only stock I used for this piece was lineart for the horse. Everything else is hand painted. With that being said, tear it apart. Tell me what's ugly, what's pretty, and what can be improved upon.

Rip it apart!! I can change anything. I kinda feel like something is off with the bg though. Yes. I know it's really red. For some reason, it didn't look that red at all before I saved it so I'll go back and change it.

On the sand you can see that there is a shadow, but the horse doesn't have a shadow. I'd start by adding that :) You could also add a touch of shadowing under the mane, to give it more depth. The horse itself looks nice. The pinkish sand actually looks quite nice, I would just add a light source, whether that be finding a stock image of a sunset and adding that in or making your own, it would add more life into the piece.
