I use ibisPaintX for small art things like making a banner. You can upload a stock image and add text to it. Just make sure the photo you use comes from a stock site that is allowed on HEE. You can't just go to google and pick an image. Here is a list of stock sites that can be used as well as some other art tips: Resources for Improvement
