please note, i know the hair is weird for a horse thats underwater, but its hard for me to draw it as i don't have a tablet yet!

it's pretty good to say it's hard for you to draw hair :) i would maybe draw on some smaller fly always coming off from the mane, like little squiggly ones to help with the underwater feel. i'd also smooth the body out a bit more as it looks quite sharp, however if that's your style then by all means leave it.
something i find that pulls a piece together is get a very light color( for thsi peice it'd be baby blue but it's usually very light cream/yellow) and draw a few fly aways , then change the layer to 'add'

Looks good! That background is fantastic! Your lighting looks pretty good! The body prep and hair looks really nice! I would have added some lighting on the outsides of the horses leafs and barrel

That looks really great, so majestic!
There's just a couple things I can think of to point out, but they're mainly stylistic and just my opinion of what I would personally do, not necessarily "problems" or anything
One thing is the horse looks very smooth and sleek, whereas the background, especially the rock the horse is standing on, looks more rough and textured, and the styles don't quite match. I think I would personally leave a little more detail on the horse (not smudged out so much), especially the upper hind leg/butt area, to match the more textured look of the background.
I think maybe darkening the hoof that's in contact with the rock a little bit might help it look a little more natural, since that's where the shadow is.
Finally, I would personally leave the rock upon which the horse is standing with a lot more detail, as in much less blurred out, since it's in the foreground of the piece, which I think might help with adding depth, but also just matching it to the level of detail on the horse.
Anyhow, I think this is really really well done, these are all just super nitpicky stylistic things. In terms of lighting, composition, hair, etc. it's all really incredible! Pricing wise, I think something like this could definitely sell for somewhere around 100-150k

For me, it's really hard to see with the watermark, but I would add some more definition and carry the mane down the neck a bit, make the tail less "perky", add some loose strands, pretty piece!
