So it is possible and could easily have limitations.

Toggles of what is or is not allowed for access (ebs display, showing, organization [naming, rearranging], breeding [match maker, setting requirements])
Learn from the mistakes and complaints - if transferring ebs was a problem, eliminate the possibility. If horse transactions was an issue, eliminate the ability to sell/buy/auction horses. Prevent breeding, using items, capturing.
Basically anything from the Services Tab, Games Section and Posting in the Forum/Chat is no-go areas.

There's been a couple of suggestions that pertain to what you are wishing into existence. (in case you weren't aware.)

Permission for others to Access Account with Limitations:

I wish we could allow someone access to our account (but they can’t see or spend our ebs, cannot capture horses, use items, see messages etc etc) to re name our horses and do basic organising. I swear one day I will start sobbing trying to make everything look neat XD

Following the inspiration of Whizbar eventing, and the Fairy Godmother, each RO I will randomly pick a brand new account and send them some Ebs, or a prize to help them get started here on HEE, if they have under 25 horses, and if they are a stable under 10 months old. In order to keep this account from being wiped out, I will draw on the resources of my other two accounts from time to time.
Here is the rule: NO complaining about the amount of Ebs, or the prize you receive.
