I'd like to know what pricing would be fair for this art, I do photo manipulations and HEE Edits, I'd like pricing for both.

I think you should work on manes and shadows. There is no mane and the tail is kind of hard to see. Around 10K- 20K would be fair for me.

The mane is on the other side, and the area where the tail is are mountains so it's darker.

You should work on highlights, body prep, and all of the things. I can see the tail btw.

Added shadow - sunstone, it's waaaaaaaay harder than it looks to make even this art. I did do some prep and the hooves are merged, it's even harder adding the crown and necklace too.

I wouldn't add complicated objects for now. The necklace doesn't have perspective, is completely plain and doesn't have any sort of shading which makes it look out of place.
You firstly need to focus on the basics like you got told.
Even if the hair is on the other side, you could add a few strands so the horse doesn't look hairless.
The lightning is also quite off. You have a background that is dark and the horse is shiny. Would have even added a bit of the sky colour on the horse.
The shadow you added is also very out of place. You need to see where your light source is. When the sun is up, the shadow does go below the feet, but this is not the case. I would have drawn four lines contrary to the light source and lower the opacity a lot. Less light = less shadow.
The precut is very well done but adding unnecessary things like the crown and the necklace when you don't know how to set them well enough, can really hide the good things you are doing.
Keep it simple.
I agree on tier 3 and 20k.
Any art is going to be hard if you don't know the program well and you are doing things for the first time.
You just need practice, like everyone who is starting :)
