Yes you can have negative ebs if you bid on a horse in auction then don't have enough for it when the auction is finished or if club dues come out and you don't have enough

Hello! I have a few items that I would like to give out to you guys. You can win by adding different stable names. You can also add yourself in, but only once. These items are going to be given freely. It's a really expensive item.
