If he's that tall he won't be pon, but he could produce pon if the mare is short, and maybe use a foal height -0.2 breeding thing.

Frame will actually depend on the individual. Since it can end up lethal, some people don't want it in their lines to prevent really good stat matches that they would otherwise be unable to do
