Since it's a blind match I would just throw her at the best TB stud in you price range, this might be incorrect in 12 hours as all the studs get put up for breeding again, but right now it's Asterport.

I would send her to Mortal Magic, he has strong intelligence, heart, and strength and should do well with her strong movement and scope.

This boy is on the LB, he doesn't have any breeding requirements so you'll be able to breed her to him and he's within your budget. 
For your SD mare to Dymonte, he is the highest RID DLB stud within your budget.

Hello! I need help matching my 3 EEE SH mares. I've been on HEE for about 3 years now and still do not understand the breeding/matching process. Contagious (EEE) SH 12yr Elsje (EEE) SH 9yr Natalie (EEE) SH 5yr Budget & Restrictions: I would like the stallions to all be rated EEE+ Sport Horses and respectfully under 10k stud fee. |

I would send her to Hot Off The Press, he has very strong intelligence and strength and solid scope, I would consider using a scope glass or jumping medallion though.
