Yes, horses can be set to not rate. Its under the Miscellaneous barn view- if any are set to "No" then you can just change it to "Yes" and they should show up

Can you easily change a stocks base colour to anything?

Can you add any markings and make them look natural?

Can you fit the horse into a background and make it seem like it belongs?

These are some of the questions to consider. If you can do this, tier 1. If not, tier 2
