I have this foal and the art isn't all there?

I have screen shots from the breed approval and horse page if needed, but is this a bug?

EDIT: Someone mentioned changing the background and that did not work.

EDIT 2: Lens of Time shows a ghost pony too. Will attach pics.

Also I wouldn't mind keeping him as a ghost pony if the art never shows up.
