Lol the irony. Ive not crafted a capture pass or seen the quest for it in ages. Bulk crafted a load earlier to save money on a capture quest, then this afternoon get the quest twice and have to buy ingredients for it 🤷‍♀️💀

Yes, horses can be set to not rate. Its under the Miscellaneous barn view- if any are set to "No" then you can just change it to "Yes" and they should show up

From the News:
"We have updated the Questing System to remember your recently completed/skipped quests so it will not immediately give you the same quest again. However, please keep in mind that these quests are assigned randomly, so you may see some pop up that you completed a day or two ago."
Well, I just completed Flirt, and the quest that replaced it was -- Flirt.
In addition, the dropdown when I completed it said I received 100 EBs instead of the 2500 EBs and 500 Store Credits I should have received, according to the Quest Hub.
