Yes, horses can be set to not rate. Its under the Miscellaneous barn view- if any are set to "No" then you can just change it to "Yes" and they should show up

I was putting horses into auction and this error came up (horse had not actually been put in...). Also had 35 additional horses added, with some of my WWW and top horses being added for 100ebs (the price I had added the initial horse in for).
