Sorry for spamming, but I just realized that the horse I have two horses that are level one and two years old yet only one can enter in the special clinic. Could this be because the other's rider isn't leveling for whatever reason? She's still stuck at level one even though I've trained her multiple times since I got the her.

It normally takes 8-9 weeks for decently rated horse horses to level.
