I am not entirely sure if this is a bug, but when I go to hidden falls, I can go as many times as I like afterwards. I have not been leaving items and I have not seen any items in the falls.

This is not a bug.

If you check hidden falls when it is empty, you can check again as soon as you'd like. It's only when you collect an item that you have to wait 60 minutes until you can collect another item.
