How do some people have like 20+ points in the WG qualifiers already when there's only been two this month?

Does the horse accumulate points the same as feds and they carry over until they retire, so the horses may have to be entered for several months (game years) until they reach the world games?

The Quali points sum up for their whole lifetime - this is why it makes sense to enter and show fed qualis in more than one discipline ;)
So you can change discipline when they became SM in their top discipline ;)
