I also always recommend at least a 5 gallon. Most fish need more so 10+ gallons to really thrive but 5 can be done

Yes, pothos do very well in aquariums! I put several cuttings in my aquarium (that doesn't have fish in it) and they're doing super well.

I have been doing all of that lol I have done like three water changes, treating it with stuff that is supposed to break down the nitrate, and I got live plants and it is still really high

Even if you put the roots of a pothos in the water! It will grow really well and take some nitrates with it!

I would do some water changes and get a better filter/some plants to help with the nitrates. Gold fish produce a lot of waste and they will definitely need a bigger tank :)
