First, you have the strength up too much. Tone it down quite a bit. :) Second, instead of smudging in long lines, make little smudges, maybe in a circle. You just want to soften the horse, not smear it streaks. :)

Along with what Libby said, smudge in the direction of the hair and muscle. Will give it more natural look

Yup, what Timber said. I always think about what direction the hair goes, and then smudge in that direction. I like to do it especially on horses that have a "rough" looking hair coat.
Oh and I would not blur it.
