I try And treat the yard and house along with medicine for the dogs.

My best advice then is to use the smudge tool on a low setting and smudge the strands individually. :) I usually make a new layer for hair, and draw it on, or cut it from the original image. That way it doesn't blend with the horse's neck or body.
