For water relections just duplicate the horse layers, flip them, and lower the opacity to your liking.

For splashes, depending on the program, you can usually find brushes or brush sets online.

Here I just searched 'splash brush' on dA --> https://www.deviantart.com/popular-all-time/?q=splash+brush

Unfortunately I can't help how to import the brush to your program, but I'm sure you can google that, too. :)
