The weeks are actually just how many times the horse has been trained, since you can only train once per week. So since he's had 5 sessions, he's currently on week 5. Do you remember his week 4?
And for your second one, it's hard to tell without knowing his progress. Usually EEE+ will have all stats at 3 on week 9 so the only thing I can tell is that he's not behind the norm.
