Whoa, the requirements here are less harsh too. My moms biggest problem were the checkups in which someone comes to your house, but we took a dog from a shelter 300km away, so they only checked us before we got the dog. Later on we were asked like twice to send a photo of her and that was it.
If I didn't want to train a therapy dog i would have also thought about a shelter dog, but getting a shelter dog here is hard. As for money, they are like 250 to 500 euro while i paid almost 2 k for a pup with papers. But shelters got such harsh requirements. You can't be working full time, but need a job too. You need a fenced garden, preferably no stairs, etc.

I feel you Ariel - one of my dogs I got from a co worker who had gotten him from another coworker when he was about 4/5 months old. At the time she was gone for about 14 hours a day from time she left for work and he would be in the crate the whole time.
