When I was younger and riding, my trainer did something similar because my horse was fighting me with everything and walking through commands. He was having a bad day and we were both getting frustrated. It took a couple rounds but he got his mind on track after he realized that bad days still meant he needed to listen to cues.

I've seen people do worse. Like putting nails in a top rail, so the horse learns to jump higher, and chains around their pasterns so they lift their feet higher.
