Dip you get rerolls for your birthday, not ebs. I don't think there's any glitch going on. Is it possible something you did earlier completed a quest without you realizing?

Withdraw your horse from it's team. You will lose all team points for this horse. Please discuss this action with the team manager first.
Your horse may show 3 times per week. Shows run daily. Your horse and rider will gain valuable experience from showing. Select a discipline to show in, or scratch from tonight's show.

Join A Federation. Your horse will accrue Federation Points
and based on that may make the Federation Championships.
It costs 500 to enter a Federation and membership lasts
one game year.
Reroll your horse's image. Your horse's genes will stay the same, but their markings and patterns will be randomly regenerated.
