Informations from the game help section:

--------------------------------------------------------
Federations

The game offers 4 Federations you may join.

Horse Eden Dressage Federation
Horse Eden Jumping Federation
Horse Eden Cross Country Federation
Horse Eden Eventing Federation

When joining these federations, your horse will accrue federation points if they show well. The top 12 horses at each level will be invited to Championship shows (Held at the end of each year) with special Championship awards. Points are accrued for each level, so if your horse levels up, it will not loose it's points from the previous level, and can qualify for Championship shows/awards at that previous level. Federation memberships last for one game year and then must be renewed. Tips It is most advantageous to join Federations at the beginning of a new year. Also, if you need to switch riders for your horses, do it at the beginning of the year before you enter federations. If you switch riders in the middle of the year, you will start over in earning Federation points.

Horses must be at least eventing level 3 to register for the HEEF. Additionally, the Championship Shows for the HEEF are run as a combined event. See the section on Championship Shows for more information. It is very important to note that in order for your horse to gain HEEF federation points they must show once in Dressage, Jumping, and Cross Country each week. If they show in fewer shows or multiple times at the same discipline during the same week, their points won't go towards their HEEF membership. As soon as they have shown in all three disciplines that week, they get their points overnight.
-----------------------------------------------------------------

Informations from the Federation page:

Become a member of a Federation.
Your horse and rider combination will be eligible for year end awards and special year end shows.
Federation memberships must be renewed each year.

Your horse must be at least Eventing Level 3 to join the HEEF.
Your horse's Eventing Level is determined by the average of it's levels in Dressage, Jumping, and Cross Country.

The registration fee is 500 ebs per entry.
Add or Remove your horses from Federations using the form below.
There are no refunds for removing horses from Federations.
If you switch riders after they have joined, they will need to enter again.
----------------------------------------------------------------------

Extra hints:

1) you better start entering Feds at the 1st of a month
2) before this, go and assign experienced riders to the horses , that can / will stay together for the whole year.
If you´d switch riders, all horse/rider combinations have to start from the beginning and have to be re-entered!
3) make sure, no L9 rider retires before the year is done ( all skills under 850 )
4) enter those horses into the Feds, that did not level up a few days ago. The more training they have, the more likely they will be able to gain points and qualify for the year-end shows.
But if they level up during the year, they have to restart in the new level, too.

So it is always a kind of a hassard game, to have a points earning horse/rider combo in the federations - that will not level up the day before the year-end shows are gonna run
But if the horse levels up towards the end of the year, the horse/rider combo stays in the leaderboard for the "old level"
and with enough points it will probably be able to compete in the lower level championship.

The horse has to earn at least 20 Federation points in his regular shows to become HEWG Qualifyer in that discipline when it reaches level 8. Once it is Qualifyer, you have to show the horse every Tuesday in the Qualyfier shows ( seperate shows you have to hand enter during the week ) and the horses that have the most points at the end of the year ( i.e. 26th of the month I think ) will be entered into the HEWG.

Besides, Qualifyer points summ up the whole life of a horse:
So if you have a Dressage horse that has earned 20 Fed points already, e.g. you can additionally enter it into the XC Federation, keep it training in D but show it in XC whenever it is ready to win ( and just leveled up in D ). So the horse can gain another 20 Fed-points in XC, too. And once it will reach level 10 in D ( with 15 yo or so ) you can change its training discipline and then it will probably have Level 7 with enough Fed-points in XC to become WEG Qualifyer once again it hits level 8 in XC.

Reposting here:
As you noticed, the training of a W rated horse can be too fast for a 4-5 week long month. This is why I would prefer good P or E horses as HEWG prospects.
When i did federations, I always signed up all my show stock, as the micro management is a really hard and time consuming part.
You will have to make sure to not change riders, to know how fast the horse will level up and in which week of his training level it is at rollover. Then you can decide which horse "might" pull through the whole month at the same level without levelling up a day before the monthly finals.
If you have a SD trained gelding who is leveling up after every 6 weeks... you could enter him... if he had up to 2 weeks of training at rollover - and then hope that the month has just 4 and not 5 training sessions before the finals run.
Or you have a SD trained W gelding that will level up every 4-5 weeks: this one I would only enter if his training sessions match with the number of weeks of the next month. Otherwise you can bet that he would level up too fast to make it to the finals.
