How do so many people resize images without losing near all the quality? Is there an app on the computer, is there a website, Is it part of photoshop or whatever other art programs are used? Just curious as half the time when I resize an image it becomes super blurry, wondering if there's any advice on this?

I am able to resize images without losing too much quality in PS. I am not sure what websites would be helpful though, sorry.

I have had best luck using the program to resize. Photoshop and gimp vs. a website.
You will always lose a ton of quality on a website
