Gimp is a great program to use for people who are just starting out. It's free, so you can test the waters and see if you like art before diving into it head first and purchasing a fancy program. Gimp has most of the tools any other fancy program would anyways.
I recommend DeviantArt and Unsplash for stock. They are both free and easy to navigate. DeviantArt is great for horse stock and Unsplash I find better for finding background stock. It's also really easy to create a DeviantArt account so you can upload the art you create, and for Unsplash you don't even need an account.
