Ah, you are confused.

A drawing tablet is not like a tablet computer. It is actually a device you plug into the USB port of your laptop or desktop and is basically a small square of pressure sensitivity.

I use this one: Wacom Intuos Pro Medium (click)

As far as apps go, I use Photoshop. (which is a paid subscription) And highly recommend it.
