Hello!
When opening an art shop, it's always difficult to start. Knowing your prices, the people who want your art, and where to set up. It's important to have a few examples so people know what to expect and to have clear information on the service you provide and the rules.
Though I think the reason for the lack of orders could be because you have the wrong audience, you have Tier 3 Digital Art (Your Horse Manips), and Tier 2 Hand Drawn arts. So when people head to your shop, they are usually looking for Tier 2 artists for Horse Manips.
My suggestion would be to separate your shops. Have a shop in Tier 3 for your horse manips, and another shop in Tier 2 or somewhere for your Hand Drawn art. That way future customers can find the type of work they want. Something that can also be done, is put your price lower when starting out, to draw in customers and get some practice in. You can also offer art sales, and discounts if your Art Shop gets a bit slow.
