I am going to be needing to get a new laptop at some point, and I was wondering what would be a good choice for one to use for art. Or is it more about the tablet? I can't spend a whole lot, but want to get a decent one. Thank you!

I would say it's more about the tablet and what you're comfortable with. The laptop needs decent graphics but you'll probably find that on most any of them. I'm no tech person though.
Most of the tablets you'll hear about are by Wacom and the prices will vary just like anything else.

It looks good, but I've never ever used I tablet, so I don't know what to look for. :)

It is a small Tablet for me. I have had my small for 3 years no issues woth it lagging or breaking.
I upgraded to a Large Intuos because it hurt my elbow on the desk x)
I also suggest a silk arm band to avoid your hand sticking if you get a small. Then agai cut a hole in a sock for your fingers works just as good x)

My first tablet was a Wacom Intuos 4. It was either the medium or the large. It was too big for my purposes though. The tablet I have now is the small Intuos pro pen and touch with the classic pen style. I love it. The touch part is overrated though so I never use it. The pen it came with is too bulky for me. Classic is more like a pen/pencil.
If you can afford to go wireless, I would do it. Connects just like a wireless mouse does except when it needs to charge. But you can use it either way.
