I say tier 4 for now. You need to work on cutting out the body a little better. Instead of using an airbrush, use a hard brush but zoom in really far into the horse you're cutting out, and cut along the pixels. It will help it look less blurry and cut it out cleanly. For the hair, I'd say add some shadows and highlights, use multiple shades of the hair colour to add some depth. There are many tutorials from amazing artists you can find who show you how to do this. Try using a brush less pixelated, maybe one that fades out as you draw? Also adding shadows where the mane falls over the body will help it look like it belongs on the horse. Other than that I say that you're doing good with your grounding, and I like that you're adding more colours into the hair, it looks great! Hopefully this helps a bit. Anyone feel free to correct me, I'm not the best artist :)

I reckon once you get the cutting out and the shadows/details on the mane you can move up. It'll probably take a lot of work though, so you might not move up for a while. Just practice heaps and you'll get there :)
