I received a sad news notice about a horse, but when I clicked the link provided, it was already broken, presumably because the horse has already been purged from the server?

I'm not too worried about the horse, but I could see this making someone really sad if they lost a favorite this way.

Unfortunately, this happened to me aswell. My first apricot boy died this morning and I had intended on putting him in my memorial pasture. I hadn't done it yet because I wanted to write something nice, but I suppose I won't get to do that now.

This isn't a bug. The script to delete horses from the game runs immediately after the death script does.
