I don't think this is a bug. The lightening you're seeing in the mane and tail is linked to that specific blanket pattern, and I'm pretty sure it was made that way on purpose to add variety to the game.
An example I found that definitely doesn't have silver where you can see the discoloring in the mane and tail.
