I think one of the reasons he might have been dumped is because he seems to be male dog aggressive. We thankfully just have a female so he is good with her
Really Void? That's sad. It's super common here for all animals to be chipped and for the vets to check for a chip. Even our councils rangers have chip scanners in case of strays.
