If its all 10s then nope. If it has some of lower levels you should be able to do an eventing rider..

level 10 horses are only schoolmasters they cannot show theyre only used for training lower level riders

Is it also glitching for anyone else when trying to assign a level 10 rider to a horse? It doesn't assign it and instead shows a weird code text at the top. Doesn't do it for any other level though
