That $99M horse's ratings aren't desirable. I very much doubt anyone will buy that horse for so much, considering comparable horses are being offered for $5,000 or less. I see a bunch of comparable stallions that are being offered for just $1,500. So, no. No one is going to buy that horse for so much.
Remember, a horse is only worth as much as someone is willing to pay. You can try to sell a horse for as much as you want, but if no one buys it, then the horse is not actually worth that much.
If you have Dapple Blend Grain, you can feed it to your horse and their coat will dapple.
The effect will wear off after a few days. One pound of grain will be fed at a time.
