Vix, a double bridle does consist of 2 bits, a small snaffle like bit called a bridoon, and bit with shanks called a weymouth.
It is used on highly trained horses and should only be used by highly skilled riders.

The historical use is that it helps give very detailed and sensitive aids while riding to help in upper level movements.
Can those be done in a snaffle, yes, if horse is properly trained.
Why the double bridle then? My guess nowadays is because way back when it was considered more *formal* - and hence why rule changes allow the choice between a double bridle or not.

But just because it is a double does not make it bad

I give full credit to the riders who can ride in a double with one hand, like you see the Working Equitation riders do.

In the Calvary they would've gone in a double and been ridden largely one handed

I had double bridles explained as an emergency brake 'yes I really mean it' the first time I rode in one

It definitely is a bit clumsy when you first start using one, but it only took a few weeks to get the feel for how hard you needed to stop/turn and most the time my horse tracked and was following the ball before I could do anything so it was the more gentler one I used a majority of the time

double bridles aren't abusive, the horse rides into the contact of the snaffle, and the shank allows for super subtle communication from the rider in upper level dressage. It's just more technical/fine tuned than your average plow reining bit
