Yes an ABLB/LB stud would be best since they are the strongest in the game. Preferably on who is strong in Int and Scp

There are not many ABLB that will allow PEP combos though. Just beware

ABLB is the all breed leaderboard. LB is leaderboard which is breed specific. You would definitely want to take a PEP mare to a stallion on one of those boards if you are trying for ratings.
Go to the LEADERS link above and look around. Click GENERAL on the drop down menu. The bottom group of Top Breeders is what you are looking for. If you leave it set to the default of Best Sires Eventing/All you will get to the ABLB list. If you choose a breed instead of a ALL you will get to the breed LB and potentially cheaper studs who might accept a PEP combo mare. Find one that meets your budget and matches your mare in training.

Make sure that the stallion is nice and dark. If you breed her to a frame boi, it may be lethal white
