If a stallion is knocked off the LBs, can he get back on next year, or will the prior foals from that one bad year hurt him forever?

Depends. A lot of times studs can be on the boards early in the month until other horses are bred, then fall off as stronger horses place higher.

I knew that part, but I'm still not sure about the placing in another year. Should I offer to buy the bad foals and FR them? I'd like to put him back on the boards; he was 74 before the bad breedings, which knocked him right off.

If these "bad rated" foals get deleted from the game, the stud might get back on the boards. But if the current owner is not willing to sell there is nothing you can do about it.
