If the new repayment plans cause the loan amounts to actually decrease as you pay them off like every other loan, that is a good thing. And yeah, 90-105k is nothing to sneeze at, I'd be sitting pretty if I made that much (play my cards right and I could be there in 5-10 years at my current job, which will probably be the most anyone in my immediate family made, definitely more than my mom or dad made.)

Sounds like the financial hardship plan I was offered in the early 2000s that would have cause me to have to choose between groceries, car insurance/gas so I could get to work to earn the money I did make, or making the "financial hardship" payment. I could do 1-2 of the 3, but not all three monthly (my husband and I lived with his parents at the time and didn't have children yet). Guess they missed the memo that a financial hardship payment shouldn't cause financial hardship. I did eventually pay off that college so I was able to go back to school to get my degree, and now I teach, but that made my 20s super stressful.

update:
here are the photos i managed to get it was a little hard because he has a shiny coat so it makes it hard to see the white on camera
his white spot around his neck behind his ears
ive honestly tried and tried to get rid of them due to thinking they were dead hairs but they multiply daily..i was unable to take photos of his underbelly due to him being very uncomfortable with me doing it(hes around 50 days from his first touch)

i dont know what it might be, but i will say ive seen quite a few horses with hairs like that and ive never really thought anything of it, i just thought some horses had it.

My friend had a paint gelding and he got a random white patch of hairs that mimicked a paint spot, and got a few small patches of white hair around his entire body. Definitely similar to your boy's problem but we never found the cause out and he seemed to be fine 🤷‍♀️

Look for inverted V on the front legs just above the knee, its a typical thing for roan horses even visible in those that show very little or weak roaning. Now yours is a chestnut and may not be as clear as with horses with black legs, but it should be visible in summer when the 'roan coat' is lighter than the legs especially late in summer. If the inverted Vs are not there you might have a grey horse or varnish, rabicano or sabino. Only genetic test can give you the real answer as I assume your horses parents are unknown. I know some strawberry roans that only show little roan on the places you mentioned because the hairs are shorter there, but roan should be equal all over the body where its effective. You can alternatively spread some hair with your fingers and see if the undercoat is white. That works best if winter coat is on the way, so again late summer early autumn.
Personally I do not think it is roan (I have few roans myself). I have seen this before in horses and in Dutch we call it 'stekelharig' (stingy hairy) when a horse has random white hairs in its coat thats not defined to a certain color.

He most likely has Dominate White 20. It does crazy things even on horses with minimal white. If you're really curious Etalon Diagnostics has the most comprehensive tests.
Edited to add, the colt in my profile pic is a W20 Overo I bred. Both parents are Tobi, but sire also is W20. His full brother is the same. They get very frosty in the summer.

One of our geldings has exactly the same "minimal roaning".
The sire from our two boys does not show white hairs himselves, but gives them to his foals. It should be any kind of W(20?) mutation. The sire´s sire was black and his dam had loud sabino markings.
My gelding Filou is a loud rabicano and my hubby´s gelding looks like your horse ;)
