Does anyone remember a suggestion about a breeding item designed for PON breeders that would decrease the height of a foal by a very small amount to lessen the chance of SH offspring?

I saw it ages and ages ago and my memory of it is very vague. I'm just curious as to why it was shot down. I mean, I can think of one or two reasons but I'd love to see the actual discussion if any of you lovely people happen to have the link?

I'm 90% sure I didn't dream this.
