I have mine set to "no" and I still got a notification.

No means that no, you will not get them.
If you read the Sneaky Stud thing it's basically asking if you want to disable them. Clicking no would mean you don't want to disable them, meaning that you would want to receive them. Clicking yes would mean you do want them disabled and would not receive them. Before I changed it, it was set to no.

I had mine on Yes on the 1st-2nd - I read it the same as Dimmed and recieved alerts... So I changed it to No for the 2nd-3rd and still got PMed
