This was happening to me last night on my phone, on Safari and Chrome. I tried for like an hour to get it to stop and couldn't stop it. I cleared history, caches, restarted my phone, did it again in airplane mode. Then I ended up actually deleting both browsers and reinstalling and it still happened.

Just logged on and am struggling to access the site properly without the same scammy pop-up ads appearing. I'm using safari on my phone currently, but will try again with chrome later :/

Ok so I was able to access last night again on my phone all the way until about 10 minutes ago when it started back up again. I am on my laptop and it seems to be working here. I am using an iPhone SE with iOS 12.0.1 (i think) and on Safari. Laptop is MacBook Air also on Safari. I have tried clearing browser history/data/cookies. I have looked to see if it is an extension added without my knowledge. I have restarted the phone and uninstalled and reinstalled Safari. Nothing has fixed it, evidently, as it has started back up again. There is one other website that is doing this for me, but every other website besides HEE and the one other is running just fine.

Ok, I changed something, see if you keep having this problem.

Neither have I. Everything seems to be back to normal :)
