Id start him on ground work and getting control of his feet on the ground. Lots of flexing and backing up. Since he doesn't want to flex to the left bend his head that way and keep the pressure on until he stands still and gives you his head. Then release instantly. Worked wonders on both my mare and my young stallion. He'll pick it up really quick.
